Constitution of the Canyon High School Student Body



Preamble


We, the students of Canyon High School, in order to obtain better citizenship among the students, to maintain and uplift the standard of health and social interests, to promote the general welfare, and encourage pride and a positive attitude towards our school, our community, and ourselves, do ordain and establish this constitution.

Article I


Name


The name of this organization shall be the Canyon High School Student Council.

Article II


Membership


Section 1- All members of the Student Council shall be of high moral character and shall be students on good standing with regards to rules and regulations set forth in the Canyon High School Handbook.
Section 2- All members of the Student Council must maintain a minimum 70 grade point average in all of their classes at each nine-week period to remain eligible to participate in Council activities. (Follows UIL/TEA guidelines)
Section 3- Membership is open to all interested students that qualify under Section 1 and 2 of Article II of this constitution. Students maintain membership through attendance and earning points.
Section 4- All foreign exchange students can be members of the council; according to Article II, Section 1 and 2 of the Constitution.
Section 5- All faculty and administrators shall be honorary members of the Student Council.
Section 6- In accordance with the behavior agreement signed by students at the beginning of the school year, loss or suspension of membership will occur through any of the following: violation of Section 1 and/or 2 of Article II of this constitution.

Article III


Meetings


Section 1- Executive Board will meet weekly to set the agenda.
Section 2- The regular meetings of the Council shall be held weekly.
Section 3- The transaction of business will require a quorum of 1/3 of the current membership. A majority vote of the members present shall be necessary to pass regulation and resolution.
Section 4- The Principal maintains the power to veto.

Article IV


Executive Board and Job Description


Section 1- The Executive Board of the Council shall consist of the following positions: President, Vice President, Secretary/Reporter, Treasurer, Scrapbook Designer, and Community Service Representative, District 18 Board Representative (when hold district 18 office), and State Board Representative (when hold state office). It will also include the chairpersons of the following standing committees: D.A.S.H. (Drug, Alcohol, Safety, and Health Education), Energy and Environment, Pride and Patriotism/Community, Pride and Patriotism/School.
Section 2- The duties of each Executive Board member include the following:
President: Shall preside over meetings of the Executive Board, set agendas, and preside over weekly Council meetings. Is responsible for preparing the T.A.S.C. Outstanding Council project form for judging with the help of the Vice President. Will attend at least 2 standing committee meetings per week.
Vice President: Shall preside in the absence of the President at Executive Board meetings. Is responsible for all communications including keeping accurate points records on each member, keeping the electronic marquee sign up to date, checking the T.A.S.C. website weekly and reporting upcoming events and information, and maintaining the official CHS Student Council web page. Shall assist the President on the Outstanding Council report. Will attend at least 2 standing committee meetings per week.
Secretary/Reporter: Shall keep accurate minutes of the proceedings of the regular council meetings and shall read those minutes at each meeting. Is accountable for the records of votes and decisions made by the Council. Also is responsible for reporting activities of the CHS Student Council to the local media. This will require the writing of news articles and working with CISD public information officer so activities are given media coverage.
Treasurer: Must keep accurate records of money collected, deposited and spent by the council. All receipts for debits and credits must be recorded and filed. A report shall be made at each Executive Board and Council meeting. The Treasurer at the beginning of each school year should set a formal budget. A printed copy of the budget and samples of entries shall be made available for the Outstanding Student Council report.
Reporter: Documents all the activities of the council for the year. They design and create (with the help of general members) our scrapbook and work with the secretary to create publicity reports for the community. They have to attend a lot of events to get pictures and also will be in charge of updating our web page next year.
Community Service Representative: Is responsible for representing the CHS student body at all C.I.S.D. District Board Meetings. Shall be in charge of coordinating monthly community service projects, both local and global. Is responsible for meeting requirements of the T.A.S.C. State Project Form and submit it for judging. Typical Events might include: Random Acts of Kindness, charity fundraisers & events, and assisting with S.P.U.D. Week. Will conduct community service meetings as needed.
D.A.S.H. Committee Chairpersons: Is responsible for leading their committee to educate the student population of the dangers of drugs and alcohol and to promote safety and health issue awareness. Is responsible for meeting requirements of the T.A.S.C. State Project Form and submit it for judging. Typical events might include: Red Ribbon Week, Blood Drive, and National Smoke-Out Day. Will plan for and conduct weekly committee meetings.
Energy and Environment Committee Chairpersons: Is responsible for covering all areas concerning energy and water conservation and education for protection of our environment. Is responsible for meeting requirements of the T.A.S.C. State Project Form and submit it for judging. Typical events might include: School-wide recycling, River Clean-up, Weatherization project, and Energy Week. Will plan for and conduct weekly committee meetings.
Pride and Patriotism/Community Committee Chairpersons: Is responsible for promoting pride and patriotism between our school and the community through activities and events. Is responsible for meeting requirements of the T.A.S.C. State Project Form and submit it for judging.Typical events might include: Fair Day Float, Veterans Day, Gift Exchange, and Senior Citizens Prom.
Will plan for and conduct weekly committee meetings.
Pride and Patriotism/School Committee Chairpersons: Is responsible for recognizing Canyon students, staff and administration and to promote spirit and pride on our campus. Is responsible for meeting requirements of the T.A.S.C. State Project Form and submit for judging.Typical events might include: Painting spirit posters, monthly Staff Appreciations, Homecoming, and. S.P.U.D. Week.Will plan for and conduct weekly committee meetings.
District 18 Representative (If district office is held): Is responsible for attending District 18 Executive Board meetings, reporting back to CHS Board and Council, and performing all duties of the office represented in the District 18 Constitution.
State Representative (If state office is held): Is responsible for attending all State Executive Board meetings, reporting back to CHs Board and Council, and performing all duties of the office represented in the State Constitution.

Article V


Elections


Section 1- Prospective Presidential candidates shall sign-up during scheduled time period, as directed.
Section 2- Presidential candidates and their running mates must each meet two of the following criteria:
a. Attendance at the TASC Summer Leadership Workshop
b. Number of earned points equal or above those required to be in good standing on the CHS council.
c. Previous member of the Executive Board in good standing.
d. Sponsors approval, in case of extenuation circumstances.
Section 3- The Presidential candidate has to be a junior and will serve as President during his/her senior year.
Section 4- The Presidential candidates shall prepare an information packet listing their qualifications for office that should be shared with the council. Candidates will be introduced to the council at a meeting and may speak briefly.
Section 5- The Presidential Primary Election will take place curing a meeting of the council. Election will be a secret ballot. The two candidates receiving the majority of the votes will be presented to the student body on a ballot. The two candidates with the majority of the votes selected by the council will be on the ballot. They shall choose their running mates. Vice Presidential Candidate must meet the same criteria as Presidents. Names must be given to the sponsor as soon as possible so that ballots can be prepared.
Section 6- A schedule with dates and deadlines will be given to each candidate team. Rules and regulations will also be given. Any candidate team not abiding by the rules and the schedule will be removed from the ballot.
Section 7- The President and Vice President team shall be elected by the student body, verified with student ID d using secret ballot. Students must cast ballots at voting booths on their own initiative on designated days.
Section 8- The Presidential teams will be allowed to campaign at the time designated. The Presidential teams shall speak at the Election Day program. Each team shall have a nominating speech, a secondary speech, and an acceptance speech. These speeches shall remain within the assigned time period. The sponsor or sponsors must approve campaign materials and speeches.
Section 9- The Presidential team with the majority of the vote shall be declared the winner.
Section 10- After the election of the Presidential team, a sign-up will take place for all other positions on the Executive Board. These elections will take place as announced and are subject to guidelines at the discretion of the sponsor.
Section 11- Newly elected officers and chairpersons will be installed at the Awards Supper at the end of the school year.

Article VI


Commitees


Section 1- Standing Committees will be composed of D.A.S.H., Energy and Environment, and Pride and Patriotism/Community, and Pride and Patriotism/School, chairpersons of these committees shall be members of the Executive Board elected by the council.
Section 2- Committee membership will be established by the Student Council.
Section 3- Special committees are assigned and function as deemed necessary by the Student Council. Membership on the special committees is voluntary.

Article VII


Amendments


Section 1- An amendment to this constitution may be proposed by any student council member, advisor, or administrator. A two-thirds vote of members of the council present shall be needed to ratify any such proposed amendments to this constitution.
