Comal ISD is following state law House Bill 1481 from the 89th Legislative Session, prohibiting students from using personal communication devices while on school property during the school day effective August 19, the first day of school for the 2025-2026 school year. This includes all instructional time, lunch, and hallway passing periods, from the first bell to dismissal.

The law is designed to minimize distractions and support a focused learning environment.
What Does This Mean
All personal communication devices must be powered off or silenced and stowed away during school hours. “Personal communication device” is defined in Texas Education Code Section 37.082(d). This includes cell phones, personal tablets/laptops, radio/paging devices, and gaming devices. It also includes any wearable technology that is capable of digital communication or telecommunication, such as AI/smart glasses, smart watches, earbuds, wireless headphones, and fitness trackers.
Consequences/Discipline
Disciplinary measures will be enforced for violations, and devices will be confiscated. Comal ISD's consequences will be published in the Student Code of Conduct.
